The admin gets a fax from a hydrologist named Jaśmina Tremer (Agnieszka Żulewska) about the prospects of a summer flood of the city, and it’s handed to Jakub Marczak (Tomasz Schuchardt), a provincial executive working with the city.

Six weeks later, July 8, Tremer is doing her work in the Żuławy wetlands in Northern Poland. She sees the water levels rising, and then gets angry when she sees a hunter shoot a mama deer. “Shoot yourself in the dick,” she yells at the hunter when he comes out to brag. As she’s having sex with her boyfriend in their RV, a helicopter lands nearby. Tremer is needed in Wrocław.

Marczak wanted her there to consult on the impending flood, even though they have hydrologists in the city who are of opposing views, though they both think the flood won’t hit the city. Tremer disagrees, but she needs some data to make a model. She also needs a smoke. On the roof, she sees Marczak, and we see they have a history together. It’s also seen when Marczak brings groceries to a disabled woman she calls Ms. Lena (Anna Dymna).

Tremer recommends that a diversionary canal be made, but then realizes that she’s looking at 30 year old maps when she actually sees the terrain in person. Under current conditions, that diversion won’t stop the flooding at all.

By fictionalizing the characters in High Water, writers Kasper Bajon and Kinga Krzeminska are able to bring some interesting storytelling while covering the decisions and mistakes that were made to allow the flood to infiltrate Wrocław, which affected thousands of live and cost billions of dollars.

A good example is right in the beginning, when Tremer and her boyfriend are living in the wetlands and have some unshowered sex as the military helicopter lands. Giving fictional characters that sort of scene is a lot easier to do than giving that kind of scene to actors playing real people. Being fictional allows the actors to fully embody the characters without worrying about what the person they’re portraying will think about it.

Also, it allows the writers to establish some sort of relationship between Tremer and Marczak. They don’t let on in public that they know each other more than just in this professional manner. But giving the two of them a relationship — and part of that revolves around Marczak taking care of a relative of Tremer’s, perhaps her mother, while Tremer is out of the city — it adds a lot of color to what could have been a pretty flat story if the writers just followed the sequence of events.

Without those relationships, High Water becomes a dry tale of people looking at maps and measuring the speed of the river’s flow. And then once the flood starts happening, it becomes more of a disaster film. The idea is to pay respect to what happened during that time, and we tend to think that giving a real event a fictional story structure pays more respect than trying to recreate what happened and the real people it happened to.
